What ITL Research is

ITL Research is an independent research and data platform. It collects, structures and documents data from public and authorised sources, and publishes industry-specific datasets, market and industry research, data dictionaries and methodology notes, historical and comparative analysis, research reports, and custom datasets built for specific research needs. Every dataset is released with its methodology, source information, coverage details and guidance for use.

The project is independent: no institutional sponsor, no funding from the organisations named in the disclosure above, and no affiliation with them. It also hosts the documented archive of the historical education research programme that previously used the name ITL Research and this domain — see the history below.

Historical materials referenced on this website are provided for research and bibliographic purposes, with attribution to their respective authors and rights holders.

How documents are verified

For each document, the archive records the archived snapshot it came from, checks that a downloaded file is genuinely the archived payload by comparing its content digest against the digest recorded by the archive, and checks that the file parses as the format it claims to be. A capture that returns a web page, a parking page or a challenge is not a recovered document and is not treated as one. Each file's own licence text is then read, and the basis on which it may be published is decided before it is served; served files carry that basis on the report index and on their own page.

History of this domain

Public archives document an unusually complete sequence of changes of ownership. The record below is drawn from those captures.

2004–2009 — an unidentified predecessor
Only a Joomla-style robots.txt was archived, in 2004 and 2005. No content capture exists, so nothing can be said about the site's subject.
January 2010 – July 2016 — the ITL Research programme
The domain hosted the programme's Joomla site: home, partners, advisors, 21st Century Learning Design, logic model, research and reports, and ITL LEAP21 sections, with the report PDFs under /images/stories/reports/. Captures from this period contain no spam content.
October 2016 – 2021 — offline
The site returned HTTP 403 in October 2016 and was not archived again for the rest of the period.
2022–2023 — another owner: 404s and parking
Old report paths returned 404, one page redirected to a domain-parking service, and in December 2023 the root served a registrar “website coming soon” placeholder.
2024 — an online casino site on the domain
A WordPress installation published Indonesian-language gambling pages under slugs such as /w88-slot-... and /cara-deposit-w88-..., with category and author archives. Later captures show an anti-bot challenge, a hosting suspension page, an empty directory listing, and then a parking script. None of this content belonged to the programme, and none of it is reproduced or restored here.
2025 — a gambling doorway
A static sitemap advertised 45 URLs made of casino brand names as bare paths, with no working site behind them, alongside a non-executing PHP installation and further parking interstitials. Those paths are retired with an HTTP 410 response and are excluded from search engines.
Late 2025 – 2026 — expiry and acquisition
The domain expired, was offered at auction by its registrar, and was acquired. This archive was built on the acquired domain. It exists partly because hundreds of live pages — news coverage, university pages, development-sector writing and academic references — still link to the programme's old addresses.
